Griswold, CT — Franklin B. Post, 36, of Bozrah, was arrested Monday morning at Norwich Superior Court under an active warrant tied to a 2024 fatal crash in Griswold that left one woman dead and several others injured.

State Police said Post now faces a list of criminal charges, including second-degree manslaughter with a motor vehicle and multiple narcotics violations.

The charges stem from a two-vehicle collision on June 9, 2024, at the intersection of Taylor Hill Road and Oakville Road in Griswold.

Connecticut State Police from Troop E–Montville were dispatched to the scene at 4:44 p.m. and found a gold Audi with severe front-end damage and no occupants nearby. A white GMC Acadia was also at the scene, airbags deployed.

Inside the Acadia, troopers found 96-year-old Charlotte W. Degrado of Branford suffering from significant back pain. She was conscious at the scene but later died at the hospital.

Two other occupants of the GMC — Daniel Colcord, 69, and Diana L. Colcord, 60, both of Old Saybrook — reported minor or no injuries. Daniel Colcord told troopers he had stopped at the intersection before his vehicle was struck at high speed.

Witnesses confirmed the Audi had blown through the stop sign. A video provided to police showed three males exiting the Audi, including one wearing a sports jersey. Investigators identified Post as the driver, based on prior interactions.

That evening, around 7:48 p.m., Post was located in a wooded area behind Indian Ridge Apartments in Jewett City.

According to police, Post showed signs of intoxication and admitted to consuming substances. He was found with fentanyl, over $4,000 in cash, and had damaged his court-ordered GPS ankle monitor.

Post was previously charged in connection with the crash and had been released on bond. Monday’s new arrest warrant includes the following charges:

  • Manslaughter in the Second Degree with a Motor Vehicle (C.G.S. 53a-56b)
  • Possession of Narcotics with Intent to Sell (C.G.S. 21a-277)
  • Tampering with Physical Evidence (C.G.S. 53a-155)
  • Reckless Driving (C.G.S. 14-222)
  • Evading Responsibility Resulting in Death (C.G.S. 14-224a)
  • Operating Under the Influence (C.G.S. 14-227a)
  • Failure to Obey Stop Sign (C.G.S. 14-301)
  • Travelling Unreasonably Fast (C.G.S. 14-218a)
  • Misuse of Registration Plate, Illegal Auto Tint, and other motor vehicle infractions.

Troopers also charged Post with Interfering, Violation of Release Conditions, and Criminal Mischief after locating him and recovering evidence on June 9.

Post was held Monday on a court-set $300,000 bond for the new charges and arraigned the same day.

Following arraignment, he was remanded to the custody of the Connecticut Department of Correction. Including previous charges, Post’s total bond now stands at $1.5 million.

This investigation remains open. Police are urging anyone with information or video of the collision to contact Trooper Christopher Brett at (860) 848-6540.
