Hartford, CT – A federal lawsuit alleging sexual harassment and retaliation has been filed against Captain Tyrell McCoy, the former Hartford police chief nominee. The lawsuit, brought forth by a Philadelphia Police Department sergeant, claims that McCoy engaged in repeated instances of unwanted sexual advances, including inappropriate text messages and non-consensual physical contact.

McCoy, who previously served in the Philadelphia Police Department, was selected by Hartford Mayor Arunan Arulampalam on January 24 to lead the city’s police department. However, he withdrew his candidacy just a week later, on February 1, citing personal reasons. Reports later surfaced indicating that his withdrawal coincided with internal investigations into sexual harassment allegations within the Philadelphia Police Department.

According to the lawsuit, McCoy’s alleged misconduct created a hostile work environment, leading the plaintiff to experience emotional distress and professional setbacks. The suit seeks damages for lost wages, emotional suffering, and punitive damages meant to deter similar behavior in the future.

While the City of Philadelphia and McCoy have yet to respond to the lawsuit, Hartford officials have distanced themselves from the matter, emphasizing that Hartford is not a party to the legal proceedings. Mayor Arulampalam’s office declined to comment further, citing the ongoing litigation.

The revelation has led Hartford officials to resume their search for a permanent police chief. Interim Chief Kenny Howell remains in charge of the department as the city navigates its next steps.

Hartford’s Police Chief Search Continues

With McCoy’s withdrawal, Hartford has reopened its search for a new police chief. The selection process is expected to include community input, especially from North End residents who have called for a greater role in shaping the department’s leadership. The city is also evaluating ways to ensure transparency in its hiring process to prevent similar issues from arising in future selections.

This development follows heightened scrutiny of the Hartford Police Department’s leadership, as well as broader concerns over policing standards in Connecticut. Community leaders and local officials have emphasized the importance of finding a qualified and reputable candidate to restore public trust.

Ongoing Investigation and Legal Implications

Legal experts suggest that the lawsuit against McCoy could have lasting implications for his career and the reputation of the departments he has served. If the allegations are proven in court, it may further complicate his professional standing and any future opportunities in law enforcement.

As the legal process unfolds, Hartford residents and officials await further developments in both the lawsuit and the police chief appointment process. The city remains committed to finding a leader who will uphold the highest standards of integrity and accountability in law enforcement.
