Mother and 8-Year-Old Daughter Killed in Norwich Fire Identified

Norwich police have identified Carmen Vizcaino and her 8-year-old daughter Skylynn Owens as the victims of Thursday’s fatal house fire on Otis Street.

Norwich, CT — Authorities have identified the two victims who died in a house fire early Thursday morning on Otis Street.

The deceased are 44-year-old Carmen Vizcaino and her 8-year-old daughter, Skylynn Owens, both residents of the home where the fire occurred.

Firefighters responded to the blaze during the early hours and located the victims after extinguishing the flames.

Emergency crews confirmed that both Vizcaino and Owens were found inside the residence and were pronounced dead at the scene.

The Norwich Police Department is leading the investigation alongside the Norwich Fire Marshal’s Office and the Connecticut State Police Fire and Explosion Investigation Unit.

Officials have not released information on the origin or cause of the fire, and an active investigation is ongoing.

Officials have not indicated whether the fire is considered suspicious at this time.

Additional updates are expected as investigators continue to examine the scene and review findings.

Authorities are requesting assistance from the public.
